After receiving a weeds violation from the Town of Cicero, the HOA told the Town Council it planned to put up a fence between Tamarack and Morse Landing.
We're going to put up a fence. We're going to put up a fence in between us and Morse Landing. Okay? Morse Landing won't have to look at our pond. We won't have to look at the back of the houses in Morse Landing where they store all their stuff behind their sheds, throw all their brush back there, and all the eyesores our community is looking at. So, that's what we plan to do.
The president discussed the fence while responding to a Town violation notice about growth around the pond. She also proposed no-trespassing signs as a potential solution: “we might just start with no trespassing signs and see if we can't control it like that.”
She said she felt Tamarack was "targeted" and at one point asked, "can't we just be friendly neighbors?"
The town council meeting did not record a final Board decision or approved spending for a fence.
The president said three people had discussed this issue and that a wider Board discussion was still needed:
“They might—I mean, the Board might tell me differently. This is three of us talking. We’ll meet all five of us to have that discussion.”
The president said Tamarack had allowed the vegetation to grow to help control erosion and would mow when conditions allowed.
“I don't want a fine is what I'm telling you. That's why I'm here,” she told the Council.
Cicero's weed rule allows fines of up to $500 plus costs. Each day can count as a separate offense. The violation letter has not been made available, so its wording and any amount listed in it are not known.
On September 15, the Board president shared with the council that "there's not been a decision on the fence."
Town-side speakers acknowledged wet conditions and erosion concerns. One said he was willing to hold off on fines because Tamarack had a plan to mow.
The official minutes say Tamarack still had to follow Town rules and agreed to work with the Town on property lines, fences and drainage.
The next night, the president gave homeowners an update at the HOA meeting.
